Registering your scooter is now a legal requirement, and navigating the Spanish traffic authority (DGT) systems can be a bit of a minefield.

You cannot register an electric scooter in Spain anonymously; the registration process is tied directly to your legal identity.

The Step-by-Step DGT Process

If you are attempting to handle this independently online, the application follows these steps:

  1. Access the DGT Portal: Visit the official DGT Electronic Headquarters (Sede Electrónica) or use the miDGT mobile app.
  2. Log In: Authenticate your identity. This requires a Spanish Digital Certificate, Electronic ID (DNIe), or Cl@ve credentials.
  3. Fill Out the Form: Input your personal details and scooter information (brand, model, and serial number).
  4. Upload Documents: Submit digital copies (photos or PDFs) of your technical sheet, ID plate, and serial number.
  5. Pay the DGT Fee: Process the administrative €8.67 fee (Fee 4.1) using a credit/debit card or direct bank transfer.
  6. Download Certificate: Once approved, you will receive a digital VMP Registration Certificate via email or download.
  7. Get Your Physical Plate: You must take your digital certificate to an authorised license plate manufacturer to print your official identification label. This plate must be securely and visibly attached to the rear of your scooter.
  8. Insurance: Finally, you must purchase mandatory third-party liability insurance before hitting the road.

    Hello. I am a non resident and want to register two escooters. I have a NIE & DNIE. I also own an apartment in Torrevieja.

    On the internet I read that you can not do it online if you are a non resident and need to go to DGT office. Can you offer a solution? Can you register them with DGT?

      Electric Scooter Registration

      To legally operate a Personal Mobility Vehicle (PMV), it must have a valid registration certificate, be registered in the Register of Light Personal Vehicles, and display an identification sticker. To assist you in the application we require the follow:

      1). You must have a digital signature – If you do not have one, we can help you obtain one.
      2). Brand, model, and the certificate number (found on the scooter’s identification plate)
      3). Serial Number (found on the scooter’s identification plate)
      4). A photo of the scooters identification plate which shows Technical specifications, certificate number and serial number (Photo size 3 MB max)
      5). Vehicles address if different from your registered tax address, by default this will be registered at your tax address.

      Once the registration has been verified a digital registration certificate is provided. With the registration certificate, you can obtain the adhesive sticker with the license plate number, which you must affix to your VMP (Personal Mobility Vehicle) as a license plate – This can be obtained from NorAuto, La Zenia Boulevard once the DGT have issued the registration certificate.

      Summary of Costs

      1). If you do not have a Digital Signature, we can help you obtain one. Our fee is €50 + IVA – 60.50€ per person. The Digital Signature is valid for 2 years.
      2). Spanish Solutions Registration cost €65 + IVA – 78.65€
      3). DGT Registration Tax €8.67
